PV Array Testing
One of the most important aspects of any PV array installation is the testing.
Lets discuss how the earth continuity test should be carried out.
The Earth continuity test of a PV array is much the same as any Earth continuity test.
1 - Prove the test equipment
2 - Run the trailing lead from the Main Switchboard to the Inverter and test Earth continuity with the result being within tolerance of AS 3000
3 - From this proven Earth test point or from the Main Switchboard run the trailing lead out to the PV panels and measure the resistance between every PV panel, rail, isolator or other metal structure that touches, supports or is otherwise in contact with any DC array cabling.

It is for this reason that adherence to the standards, laws and legislation required the overview of an independent entity.
The entity would have to be at the forefront of the electrical industry. In Victoria there was already in place such an entity: The Electrical Inspector.
It is the task of the Electrical Inspector to perform a visual inspection and conduct testing as per Australian Standards
